Mandate
The Independent Research Program provides a flexible structure for investigating tools, methods, and questions that do not yet justify a dedicated operating function.
Projects may begin as informal exploration and evolve into more defined initiatives when sustained practical value becomes clear.
Research is intentionally application-oriented, with emphasis on understanding how new capabilities interact with real constraints, existing systems, and human workflows.
Initiative scope is intentionally adaptive. Work may be expanded, consolidated, or reclassified as practical requirements evolve.
